Ο Κώστας Πούλος γεννήθηκε στον Ελικώνα της Βοιωτίας. Σπούδασε κλασική φιλολογία στο Πανεπιστήμιο Αθηνών και βυζαντινή-νεοελληνική φιλολογία στα Πανεπιστήμια του Βίρτσμπουργκ και του Μονάχου. Εργάστηκε ως φιλόλογος στη μέση εκπαίδευση σε ημερήσια και εσπερινά γυμνάσια και λύκεια στην Ελλάδα και το εξωτερικό. Καρπός των μεταπτυχιακών σπουδών του είναι οι βραβευμένες (Εταιρεία Μεταφραστών Λογοτεχνίας) μεταφράσεις βυζαντινών "μυθιστορημάτων" στη νεοελληνική. Έχει γράψει βιβλία για ενήλικες ("Σχεδόν Θάλασσες", εκδόσεις Το Ροδακιό) και κυρίως για παιδιά. Στον τομέα της παιδικής λογοτεχνίας ειδικότερα έχει γράψει, μεταφράσει και διασκευάσει πολλά έργα. Ορισμένα από τα βιβλία του έχουν μεταφραστεί σε ξένες γλώσσες ή έχουν παρασταθεί στο θέατρο.
